consideration, the Secretary of State has decided

to approve the request that the negotiations with

your company should be broken off, and I am directed

to inform you accordingly.

The Government of Hong Kong is being informed

that any proposals they wish to make for the develop-

ment of the Government wireless servicos in Ron.

Kong

must be in conformity with paragraph 44 of the Report

of the Imperial Wireless and Cable Conference, 1928;

and that if it is permitted to develop any necessary

Services, thie must not preclude or prejudice

the reopening of negotiations with your Company at a

later date for the transfer of all wireless telegr.ph

and telephone services including any improvements.
